Promising Future for Transformation: Microsoft, APHSA Survey Examines Health and Human Services IT Modernization Efforts

A recent survey, conducted by Microsoft Corp. and the American Public Human Services Association (APHSA) indicate that health and human services departments are realizing the benefits they expected from their IT modernization efforts when they execute them with dynamic leadership, due diligence and solid program management practices.

However, there are still a number of challenges, according to the results of the survey of 67 health and human services departments and agencies nationwide. The report, "A Promising Future for HHS Transformation - The Real Impact of IT System Modernization," includes survey findings that identify the expectations, strategies and practices that health and human services (HHS) agencies use for the planning, acquisition and implementation of their information technology (IT) systems.

The findings also provided an opportunity for Microsoft to show off its growing list of Dynamics CRM wins in HHS departments.

The key findings of the survey indicate that a majority of HHS departments have either already modernized in the last decade or plan to soon.  But implementations have been complex and far from smooth in many cases. 

Here are some of the more specific results reported.

Implementation

  • Forty-three percent of agencies have implemented a new HHS IT system within the past 10 years.
  • Fifty-seven percent have not modernized, yet most (55%) plan to do so over the next three to five years.
  • Nineteen percent of respondents had no plans to modernize, mainly because they didn't have the funding.
  • Approximately 22% of the states planning to modernize are very likely to consider the cloud for future system deployment.
