Before You Roll Out Microsoft Copilot in Canada: Data Residency, Law 25, and Readiness
When Canadian organizations first ask about Microsoft Copilot, our consultants and clients almost always hear some version of the same worry: where does our data go, and does this keep us onside with Canadian privacy rules? Those are the right questions to lead with. The productivity gains are real, but in Canada, and especially in Québec, readiness for Copilot is as much about data governance and compliance as it is about the technology.
The First Concern (Usually): Where the Data Goes
It helps to start with what Microsoft commits to. For Microsoft 365 Copilot, the prompts, the responses, and the data Copilot reaches through Microsoft Graph are not used to train the underlying foundation models. That data stays within the Microsoft 365 service boundary, protected by encryption in transit and at rest and by isolation between tenants, and Copilot only surfaces content that a given user is already permitted to see. For most of the Canadian clients our team works with, understanding those commitments settles the biggest fear early. It does not remove the need for governance, but it moves the conversation from “is our data safe” to “have we configured this responsibly,” which is the more useful question.
Data Residency Is Improving, but Canada Is Not First in Line
In late 2025 Microsoft announced in-country data processing for Microsoft 365 Copilot so that prompts and responses are processed in data centres within a country's own borders. It is rolling out nation by nation, and Canada is on the published roadmap, but in a later wave rather than the first group of countries.
Our consultants advise clients to not assume, right now, that your Copilot prompts are processed inside Canada. If in-country processing matters to your risk posture, treat it as something on the horizon to plan around and confirm the current state for your own tenant rather than taking it as given.
