Dynamics SMB ERP on-prem customers have a new enhancement plan purchase option via CSP, with Business Central offer

A new offer from Microsoft aims to draw customers of several on-premises Dynamics ERP solutions to the Cloud Solution Provider (CSP) program with new monthly payment options for traditional enhancement plans and new subscription license discounts for Dynamics 365 Business Central SaaS.
The "CSP-Enhancement Plan Renewal Offer", which was revealed to Microsoft partners in recent days, allows customers to renew their Dynamics GP, NAV, SL, or Business Central on-prem enhancement plan (often referred to as "BREP") through a CSP partner at a price equal to their annual enhancement plan renewal but, according to Microsoft, "instead of your annual Enhancement Plan payment, you pay for and license Dynamics 365 Business Central (Cloud) users on a monthly basis at the same total amount as your annual Enhancement Plan."
Microsoft is noting several customer selling points of the deal.

EP to CSP Promotion
This is a good summary of the promotion. I still have questions on the cost for additional users added to the BC license and then if the customer decides to switch back to the BREP renewal how does the additional licenses affect their Dynamics List Price and Enhancement Plan renewal?

My partner isn't aware of this benefit; "And for the same price it gives those on-prem customers Business Central cloud subscription seats at a 1:4 concurrent to named user ratio for no added cost." Where or who can I contact for clarification?
